Jeffrey Hancock, Chief Executive Officer
Jeffrey Hancock is the founder and owner of Rockport Fiber, LLC, a successful contracting business he has been running since January 2006. With over 18 years of experience in the industry, Jeffrey has established himself as a skilled and reliable professional in his field. Throughout his career, Jeffrey has demonstrated a strong commitment to delivering high-quality work and exceptional customer service. His expertise spans a wide range of contracting services, and he has successfully completed numerous projects for both residential and commercial clients. As the owner of Rockport Fiber, LLC, Jeffrey is responsible for overseeing all aspects of the business, from project management and client relations to ensuring that each job is completed to the highest standards of quality and safety. His leadership and dedication have been instrumental in the company’s growth and success over the years. Jeffrey takes pride in his ability to understand and meet the unique needs of each client, and he works closely with them to develop customized solutions that exceed their expectations. His attention to detail, strong work ethic, and excellent communication skills have earned him a reputation as a trusted and reliable contractor in the community. When he’s not working, Jeffrey enjoys spending time with his family and giving back to his community through various charitable initiatives. He is committed to making a positive impact both through his work and his personal life. Mr. Hancock is a graduate of the University of Texas with a MBA from Acton School of Business and resides in Houston, Texas.
Mark Marshall, Chief Operating Officer
Mark Marshall serves as the Chief Operating Officer (COO) of Rockport. An industry veteran with over 30 years of experience, Mr. Marshall has been with the company since its inception, managing all aspects of Operations and Construction. His extensive background includes senior roles at North American Cable Corp and Fiber Technologies, where he honed his expertise in the telecommunications industry. Mr. Marshall resides in the Houston, Texas area and is an avid hunter and fisherman. His commitment to excellence and passion for the industry continue to drive Rockport’s success and growth.
Doug Klunder, Vice President, OSP Engineering and Construction
Doug Klunder is a veteran leader in the fiber-optic and broadband industry with more than a decade of proven success delivering large-scale OSP engineering and construction programs across Texas and the Gulf Coast. As Vice President of OSP Engineering and Construction at Rockport Fiber, LLC, Doug oversees the planning, design, and execution of outside plant builds that support the company’s rapidly expanding footprint in both rural and metropolitan markets.
Before joining Rockport Fiber, Doug served as Vice President of OSP Construction and Engineering for NetGlobal, where he helped guide operational growth, strengthen engineering standards, and support managed-services deployments across Texas.
Prior to that, he led OSP Construction for Rise Broadband, directing fiber and broadband infrastructure builds across multiple regions while optimizing field operations and improving deployment efficiency.
Doug also spent nearly ten years with FiberLight, LLC, progressing from OSP Engineering and Construction Manager to Director of OSP Construction. During his tenure, he oversaw major backbone expansions throughout Austin, San Antonio, Houston, South Texas, the Rio Grande Valley, and the Texas Gulf Coast. His leadership contributed to some of FiberLight’s most significant network growth phases.
With deep expertise in fiber optics, managed services, broadband deployment, and large-scale OSP operations, Doug brings a disciplined, hands-on approach to building reliable, high-performance networks. His experience in both engineering and field leadership ensures that Rockport Fiber continues delivering robust infrastructure with the speed, quality, and accountability our clients expect.
Amber Chaney, Senior Operations Specialist
Amber Chaney is the Senior Operations Specialist at Rockport Fiber, LLC, where she supports day-to-day operations, project coordination, and administrative functions across the organization. She plays a key role in keeping projects on track by assisting with scheduling, documentation, and cross-team communication.
As part of the operations team, Amber ensures that Rockport Fiber’s field crews and leadership have the information and resources they need to deliver high-quality results for clients. Her attention to detail and organizational support help maintain smooth workflows in both office and field environments.
Amber’s role reflects her commitment to operational excellence and her ability to adapt to the fast-paced demands of the fiber construction industry. She is an integral part of Rockport Fiber’s mission to expand and maintain reliable fiber networks across the region.
